The abolished urban settlement of the city of Neftekumsk[ | ]

The status and boundaries of the settlement border were established by the Law of the Stavropol Territory of October 4, 2004 No. 88-kz “On granting municipalities of the Stavropol Territory the status of an urban, rural settlement, urban district, municipal district”[33]. The municipality included a single settlement - Neftekumsk[34].

On May 1, 2022, all municipalities of the Neftekumsky district were united into the Neftekumsky urban district[10].

The city of Neftekumsk as a municipal entity (urban settlement) had a coat of arms and a flag - official symbols reflecting historical, cultural, national and other local traditions and characteristics[35]. The provisions on the coat of arms and flag were approved by decision of the Council of Deputies of the city of Neftekumsk dated December 26, 2001 No. 102[36][37].

Natural monuments

3 kilometers north of Neftekumsk, in the floodplain of the Kuma River, there is a unique area (48 hectares) of relict forest growing in a semi-desert zone - the Kamysh-Burunny floodplain forest. The dominant trees are white willow, silver willow, cork elm, hybrid poplar, and tall ash; small-leaved elm, pear, Tatarian maple, angustifolia oleaster, and oriental apple are also found. The undergrowth is dominated by southern pigweed, tamarix, goat willow, Pallas's geranium, and shrubby amorpha. The dense growth of the herbage includes the following species: forest shortleg, sedge, stinging nettle, woodlice, white snout, mint catnip, goose chives, night violet, noctule[58].

History[ | ]

In 1848, the settlement (aul) Kamysh-Burun

(later - one of the microdistricts of the city of Neftekumsk)[4].

On July 23, 1953, the first oil well in the area was discovered[4].

The decree of the Presidium of the Supreme Soviet of the RSFSR dated April 5, 1958 determined the beginning of construction of the village of Neftekumsk near Kamysh-Burun[5].

By the decision of the executive committee of the Stavropol Regional Council of Working People's Deputies dated February 28, 1961, the village of Kamysh-Burun, Achikulak district, was classified as a workers' settlement, retaining its previous name[6].

By decision of the Stavropol Regional Council dated January 4, 1963 No. 3, the working villages of Kamysh-Burun and Neftekumsk of the Kamysh-Burun village council of the Neftekumsk industrial region were united into one urban-type working village with the name Neftekumsk[7].

On January 12, 1965, by Decree of the Presidium of the Supreme Soviet of the RSFSR, the Neftekumsky district was formed with its center in the working village of Neftekumsk[8].

On August 23, 1968, the working village of Neftekumsk was transformed into the city of Neftekumsk of regional subordination[9].

Until May 1, 2022, the city formed the abolished urban settlement of the city of Neftekumsk[10])[11]

Among those insignificantly small, artificial interests that bound this society together was the simple feeling of the desire of beautiful and healthy young men and women for each other. And this human feeling suppressed everything and hovered above all their artificial babble. The jokes were sad, the news uninteresting, the excitement was obviously fake. Not only they, but the footmen serving at the table seemed to feel the same and forgot the order of service, looking at the beautiful Helen with her radiant face and at the red, fat, happy and restless face of Pierre. It seemed that the candlelight was focused only on these two happy faces. Pierre felt that he was the center of everything, and this position both pleased and embarrassed him. He was in the state of a man deep in some activity. He did not see anything clearly, did not understand or hear anything. Only occasionally, unexpectedly, fragmentary thoughts and impressions from reality flashed through his soul. “So it’s all over! - he thought. - And how did this all happen? So fast! And so he sits next to her like a groom; hears, sees, feels her closeness, her breathing, her movements, her beauty. Then suddenly it seems to him that it is not she, but he himself is so extraordinarily handsome, that is why they look at him like that, and he, happy with the general surprise, straightens his chest, raises his head and rejoices at his happiness. Suddenly some voice, someone’s familiar voice, is heard and tells him something else.
