Rainbow, rising with multi-storey buildings above the endless greenery of forests, upon closer acquaintance, will amaze you with the variety and brightness of events, achievements, human destinies and characters, warmth of communication and hospitality.

Many cities in the Vladimir region go back millennia in their history, but one of the youngest cities, Raduzhny, turned only 46 years old in May 2018. It owes its name to the city-forming enterprise FSUE State Laser named after. I.S. Kosminov,” the history of which dates back to 1971. This year, on February 25, decree No. 331-rs of the Council of Ministers of the USSR was signed on the creation of the Experimental Design Bureau “Raduga” to carry out work on state defense programs.

The history of Raduzhny is very similar to the stories of the birth of other closed cities, created by directive order, for specific tasks of the country's defense. All of them were hidden under the heading of secrecy, removed from prying eyes in the endless steppes, impenetrable swamps, and dense forests, and focused on one enterprise. OKB "Raduga", which later became an enterprise for Raduzhny, the type of activity of which was a little more fortunate. In 1971, he was allocated a plot of land, albeit in a swampy forest, but only 25 km from the regional center - the city of Vladimir.

The leadership of all work was entrusted to General Ivan Sergeevich Kosminov. The design and construction of the scientific and testing base and production facilities of the enterprise were carried out in a single complex with a residential area and the necessary engineering and technical infrastructure and life support system.

In the 70-80s, everything was created on a grand scale: modern buildings of scientific research units, pilot production with high-tech equipment, which employed first-class specialists and graduates of the most prestigious universities in the country. In the workers' settlement, five, nine, twelve and fourteen-story buildings were erected at a rapid pace, children's factories, schools, dormitories, a shopping center, a clinic, health and fitness, sports complexes and many other objects were built according to original designs. In those days, Raduzhny had a record birth rate; families with three children were commonplace. The young city was moving into the future by leaps and bounds. The outbreak of perestroika, reduction of government orders to the limit, and lack of funding forced the curtailment of most research on defense topics. Many promising specialists left the company. Unemployment, debts on wages and social benefits. In just 3-4 years, not a trace remained of the former greatness of Raduzhny. The real salvation for Raduzhny came in January 1998 with the Presidential Decree granting the city the status of a closed administrative territorial entity. State support has allowed the city administration to put in order over 10 years many objects transferred to municipal ownership from the Ministry of Defense Industry. It was possible not only to restore and maintain the viability of the city infrastructure, but also to increase the provision of ZATOs with socially important facilities. The financing of public sector institutions has stabilized, the uninterrupted functioning of housing and communal services has resumed, housing construction has resumed, new enterprises have appeared, and with them new jobs. Thanks to federal funding, Raduzhny has maintained the social orientation of the budget all these years, providing priority funding for expenses such as wages, benefits for veterans and the disabled.

Raduzhny is a subsidized city. Until 1998, subsidies came from the regional budget, after receiving the status of a closed administrative unit - from the federal and regional budgets.

The federal state-owned enterprise of the city “State Laser Test Site “Raduga” is the only enterprise in Russia and unique of its kind. The center is still in demand, it has a development perspective, and this is confirmed by the positive dynamics of economic indicators and the growth in the volume of work performed under government orders. This is also evidenced by the status of our city, which provides special conditions for the functioning of the laser and corresponding government funding for the city.

In 2003, the enterprise ZAO Radugaenergo was formed from a structural unit of the Laser Center, which deals with energy supply to production and infrastructure of the city. Elderly relatives are brought to a cozy, calm, well-maintained city, located in an ecologically clean place, without communal problems. This is not surprising, since veterans and elderly people in our city receive maximum attention. Many of the older generation of Rainbow residents lead an active lifestyle. They are engaged in creativity, participating in the veterans' choir, in the folk theater, and carry out social work. The City Council of Veterans, in close cooperation with all city services and organizations, actively influences all spheres of life in Raduzhny.

The city information service also has a certain uniqueness. For 22 years, the city newspaper “Raduga-Inform” has been delivered to each apartment weekly, on Fridays, and for the last 6 years, the newspaper “Territory Rainbow” has also been delivered weekly. The circulation of newspapers is 7,300 copies each. Rainbow residents get it for free! The city television program “Local Time” is aired several times during the day, reflecting all the nuances of Raduzhny’s life.

Whatever you say, the picture of life in the youngest city in the region turned out to be quite rosy. But the bright, apparently prosperous life of a small Russian city is the result of the enormous daily work of the city administration, heads of services and enterprises. For the vast majority of city residents, regardless of their position, just like for me, Raduzhny is not only a place to live and work. Rainbow is our home and our destiny. Hence the increased attention to public utilities and energy facilities, because without heat, light and water, life in the city will come to a standstill. We are sure that the majority of Rainbow residents are also concerned about the state of amenities in the city area, so they try to keep the city warm, clean, and well-built; they are worried and bothered by dirt and vandalism, inefficiency and mismanagement.

Today, Raduzhny can be considered as a territory where the economy is steadily developing in the interests of the local population. An environment for cultural development and recreation of citizens is created and maintained. The population is provided with high-quality communal and social services, and a favorable environmental situation is maintained. An effective system of social and legal protection of the population is being formed.

The rainbow in Russian symbolism has always been a symbol of happiness and good luck. We are sure that a city with such a name simply must be prosperous, and its residents must be successful and happy.
