The Krasnoyarsk Territory is located in the central and eastern parts of Siberia and is part of the Russian Federation, occupying about 14% of its territory. The official date of the emergence of the Krasnoyarsk Territory is December 7, 1934. In fact, a new administrative unit arose on the territory of the former Yenisei province. Today the population of this region is almost 3 million people. with a residential density of 1.2 people/km². The administrative center of the region is Krasnoyarsk.

This territory is characterized by the presence of significant deposits of minerals, such as coal, oil, gas, and metal ores. It is here that about 95% of all-Russian reserves of nickel and platinum metals, 20% of gold reserves are located. Thanks to such natural wealth, it is quite natural that this region produces 3.2% of Russian industrial output. The main water artery of the region is one of the largest rivers in the world - the Yenisei, whose length is about 3.5 thousand km. The largest hydroelectric power stations are located on the banks of the Yenisei, which gives the region leadership among all Russian regions in the field of hydropower. The region is 71% covered with forests; 18% of the total Russian industrial timber reserves are concentrated here.

The Legislative Assembly of the Krasnoyarsk Territory discussed the results of creating municipal districts instead of districts.
Municipal districts, as a new type of administrative-territorial structure, appeared in the region at the end of 2022. They assumed the abolition of village councils and village administrations - managers at the settlement level with the transfer of all powers to district authorities. In this way, a unified system of decision-making, issuance of regulations, financing and other things is built. At the same time, the interests of settlements are taken into account through deputies elected to the District Council, as well as through the heads of territorial divisions. Essentially, each regional division is a former village council, but without an administrative apparatus and its own council of deputies. Of course, such transformations are possible only with the support of residents of all localities and subject to strict procedures prescribed by federal and regional legislation.
Opening the meeting of the section on local self-government of the Coordination Council of the Association for Interaction of Representative Bodies of State Power and Local Self-Government and the Committee on State Structure, Legislation and Local Self-Government, First Deputy Chairman of the Legislative Assembly, Chairman of the Committee Sergei Popov reminded his colleagues that by the beginning of 2022, all planned Three territories passed through legal stages and the Pirovsky, Tyukhtetsky and Sharypovsky municipal districts appeared in the region. Due to the coronavirus, organizational activities were extended over time; the districts began to operate only in 2022.
The head of the Tyukhtet municipal district, Gennady Dzalba, said that the period of formation was not easy: in order to create a unified regulatory framework for the district, formulate approaches, and a management structure, the district deputies met at sessions almost weekly. As a positive effect from the creation of the district, the head noted that the funds freed up due to the maintenance of the settlement apparatus (up to 80% of rural budgets were previously spent for these purposes) were aimed at solving many pressing problems. Thus, the district has seriously taken up energy-saving lighting in populated areas. This year, 1.2 million rubles were spent on street lighting compared to 3 million for the same previous period. The consolidated budget made it possible to begin a program to replace expensive electric heating in budgetary institutions with modular boiler houses. A district economic department has been created, whose specialists - electricians, plumbers and others - work according to requests from all settlements. In addition, the regional Ministry of Finance allocated an additional 22 million rubles for the formation period. Three tractors were purchased with this money; they will clear snow at the entrances to distant taiga villages.
Road equipment - an excavator, a grader, a loader - was purchased with funds allocated from the regional budget in the Pirovsky municipal district. The head of the district, Alexander Evseev, explained the transition to a one-level system of municipal structure by the fact that rural settlements experienced a personnel shortage and several years ago transferred a significant part of the powers to the district level. Today, the district has developed uniform rules for landscaping, tax and tariff policies, created a centralized accounting department, a procurement service, etc. At the same time, according to calculations, the content of the apparatus decreased - from 50-70% to 28%. Each settlement is represented in the district council by its own deputy; Wherever there used to be village councils, today there is a head of a territorial unit with the powers of a deputy head of the district and a specialist in working with the population. All documents, all services provided in village councils earlier are issued and provided in full today. In addition, TOS (territorial public self-government) and the institution of elders have been actively developed - not a single important decision is made without discussion with them.
The head of the Sharypovsky district, Gennady Kachaev, confirmed what his colleagues said: the settlements, having transferred their powers to the district level, got rid of reporting and procurement, inspections and litigation with supervisory authorities. All the paperwork went to the district, but local representatives and specialists finally had time to work directly with people and solve pressing problems. At the same time, the head noted that he was holding back work in the districts. First of all, this is untimely adjusted legislation at the level of both the region and the federation, which does not always take into account newly created administrative units. The same applies to information systems. Such inconsistencies, for example, prevent districts from fully participating in federal grant programs and projects.
The meeting was attended by not only the heads of districts, but also the heads of territorial divisions, representatives of TOS (Sergey Kuznetsov, Andrey Tretyakov, Vera Kopylova). They confirmed that there was no less attention to rural settlements within the district; on the contrary, new equipment appeared somewhere, repairs began somewhere, for which during the previous “independent” life there were always not enough funds.
Committee members Egor Bondarenko and Evgeniy Petrenko actively inquired from district representatives regarding maintaining the quality of services provided to the population and the location of their provision; the work of specialists, the opportunity to obtain the necessary education and advanced training for municipal employees.
