Zernogradsky district
is an administrative-territorial unit (district) and municipal formation (municipal district) within the Rostov region of the Russian Federation.

The administrative center is the city of Zernograd.

The distance to Rostov-on-Don is 65 km. Freight and passenger transportation is carried out by road and rail.

History[ | ]

Zernogradsky district (formerly Mechetinsky district with its center in the village of Mechetinskaya) was formed in 1924. In 1932, it was enlarged by transferring into its composition the territory of three village councils - Armenian, Plossky and Peschany. In September 1960, it was renamed Zernogradsky with the transfer of the district center from the village of Mechetinskaya to the city of Zernovoy (Zernograd). In 1963, it was enlarged to include the territory of the Veselovsky and Kagalnitsky districts. In 1980, part of the territory was transferred to the newly restored Kagalnitsky district.[4]

Story

Zernogradsky district (formerly Mechetinsky district with its center in the village of Mechetinskaya) was formed in 1924. In 1932, it was enlarged by transferring into its composition the territory of three village councils - Armenian, Plossky and Peschany. In September 1960, it was renamed Zernogradsky with the transfer of the district center from the village of Mechetinskaya to the city of Zernovoy (Zernograd). In 1963, it was enlarged to include the territory of the Veselovsky and Kagalnitsky districts. In 1980, part of the territory was transferred to the newly restored Kagalnitsky district.[4]

Small business and processing industry are developed in the area. In 1997, development of the Zernograd gas field began.

The region and the city have great scientific potential - three research institutes and five educational institutions are located in the city of Zernograd. Scientists at the Rostov State Breeding Experimental Station have developed new high-yielding varieties of winter wheat, winter and spring barley, and corn hybrids. "VNII Sorghum" is the first sorghum institute in the country. Agricultural machinery is being tested at the North Caucasus Machine Testing Station.

ZERNOGRAD - A CITY GOING FORWARD

— Good afternoon, Anatoly Anatolyevich! Zernograd is the largest settlement and administrative center of our region. Everyone knows this. And yet, the traditional first question: what is the composition of the Zernograd urban settlement?

— Zernograd is the largest populated area in the region, with almost 28 thousand people living in it. The city has a slightly more than 24 thousand population. At the same time, the Zernograd urban settlement also includes nine villages, such as: Experimental, Prudovy, Klenovy, Komsomolsky, Rakitny, Kamenny, Zernovoy, Shosseyny, and the village of Dubki. It should be noted that in this sense, in the municipal formation - the Zernograd urban settlement - both the infrastructure of urban and rural life is presented - with all its tasks, problems, and the mentality of the residents...

— I am also interested in demographic statistics. The population of our main city is, I hope, growing?

— If we are based on purely statistical data, then we have no growth, it, unfortunately, is not happening... But this year we will have an All-Russian population census (the previous one was 10 years ago), and we hope that all those migration will be taken into account processes that are taking place in our city, and in the end we will “grow.” There are prerequisites for this!

— I know that you, as they say, are not local. Today the city has probably become your home. What are they like, Zernograd residents?

— I really wasn’t born in Zernograd, but I fell in love with this city long before I moved here completely, entering the Azov-Black Sea State Agricultural Engineering Academy. It was here that my family had roots on my mother’s side, and now in Zernograd my daughter and son were born.

I spent all my school holidays here, absorbing the special atmosphere of our city. And she is truly special here! And the people here are interesting for their mentality - this is reflected in the large number of scientific institutions operating in our city. Zernograd residents in their attitude to life differ from others in that they are literate, they are active, they are often even independent in solving the problems that arise around them every day. At the same time, they are quite demanding about some things, but in this sense, the attitude with which mutual communication with the population occurs only helps - it is always useful and easy to communicate with smart, understanding people who delve into the problem! Often, it is as a result of this dialogue that it is possible to make the decision that is necessary.

— What mainly makes up a prosperous life in a settlement?

— People want to be, first of all, safe, they want to be healthy and well-fed. Then questions of comfort and improvement inevitably arise. And all these are issues of local importance that should be resolved by the municipal authorities of the settlement. People should have light, warmth, they should have water.

— Everything seems to be clear with the heat in the city...

Indeed, the Teploservis Joint Stock Company, if we are talking about apartment buildings, really works stably, even excellently, one might say. The company has repeatedly become one of the best in the Rostov region in its field of activity. And we have no complaints.

“People even complain that it’s hot...

- As for this, there are ways to solve the problem - installing separate meters, special equipment, shut-off valves, which will allow you to regulate the heat supply in apartments and, accordingly, pay less.

— A sore, long-standing topic is water...

— Today, the guaranteeing water supplier in our city is State Unitary Enterprise RO “URSV”. This is a company with 100% state participation represented by the Government of the Rostov region. The head office is located in the city of Shakhty. We have a separate division. Water, like any other service, theoretically, by force of law, can be provided by any commercial entity. This choice is determined by competitive procedures.

Starting in 2022, we have repeatedly announced a competition to identify suppliers of quality water supply. But it so happened that at these competitions the supplier was not identified.

Today we are ready to re-announce the competition and meet new suppliers who will take responsibility for the quality supply of water. but this process is not quick. It’s hard for me, as I would not like, to talk about the timing of solving problems with water. But we are constantly working in this direction!

It cannot be said that the water supply system in our city differs from other settlements. There are water wells in the villages, and in Zernograd this is Don water. From the Don River, the length of the water pipeline to Zernograd is 65 kilometers. This is a very serious engineering facility, which is also seriously worn out and, accordingly, is susceptible to all possible emergency situations. To build a new water pipeline, it is necessary to spend more than one and a half billion (!) rubles, and this is 15 years of the life of the city - in terms of budget. Therefore, we can only talk about attracting federal (not even regional) budget funds. To completely replace the water supply infrastructure in the city itself, it is necessary to spend, according to experts, another four billion rubles.

We cannot cope with the efforts of our municipality...

But today we have great hopes - we have entered the federal Clean Water program, under which we will (should) be allocated money - the budget has already included funds for the construction of a new water pipeline from the Don River. The budget of the urban settlement currently includes co-financing, the money is also included in the regional budget, and it is in the federal budget...

Therefore, today we are raising the 2015 project, we have already launched the process of updating it and will “enter the competition”, the purpose of which will be to identify a contractor to carry out work on the construction of a new water pipeline. This will not solve all problems, but it will eliminate long, even month-long downtime without water, which, unfortunately, occurs in our city.

— Are we talking about this year’s budget now?

— Yes, money is included, including in this year’s budget. The federal program that we managed to get into is valid until 2024. And this is a very big job. But the beginning is already tangible! This is our main, priority task in this coming year!

We are also planning for this year to replace the already internal city water pipeline along Zapadny Lane, including reconnecting individual branches of the city to this new water pipeline.

— We touched on heat, examined the issue of water supply in our city, but what about the gas supply?

— Gasification of Zernograd and villages is proceeding systematically. Of course, there are problems, in particular with areas on the outskirts of the city. But, on the one hand, this is a problem for the authorities; on the other hand, today there are certain mechanisms that allow the population to resolve the issue on their own. Yes, it's expensive. But it’s easier if you collaborate. At the same time, townspeople do not always manage to agree among themselves, to come to a consensus, as they say... There is a certain category of people who are simply accustomed to living without gas. So this question, “neighborly”, is often stalled.

— I can’t help but ask about the park. What is the situation there today?

— We are working to improve our city park of culture and recreation. And they will continue!

We have a landscaping project that we are working on.

— What percentage is completed?

— If we talk about the percentage of budget funds spent, then it’s forty percent.

— And if we talk about the deadlines for completing the work?

- This is more difficult. At the first stage, we arranged the central alley of the park. On the second, we continued to improve the park, again announcing a competition. The competition was announced twice, but there was only one supplier who entered the competition and, in fact, began work in 2022. The contract was three years. Its amount is about 150 million rubles. But the contractor turned out to be unscrupulous! During the year, he did not have time to fully utilize the budget funds, and at the end of the year we terminated the contract with him... This decision was difficult and unpleasant - we lost federal budget funds... But we could not not terminate the contract due to the fact that the contractor did not fulfill his obligations, treated our contract in such an unscrupulous manner. We are still suing him.

Termination of the contract at the same time allowed us to use funds from the regional budget and still complete the work of the second conditional stage - pedestrian paths, sidewalks, preparation of the area for the amphitheater, arrangement of all bicycle paths... Today in the park you can already walk along the folded infrastructure.

The next stage is engineering communications (lighting), small architectural forms (starting from benches and ending with children's complexes).

We are moving towards the goal, using, as I already said, funds from the regional budget, but at the same time we do not stop participating in a variety of improvement competitions, which are held by authorities at various levels, in order to attract funds from the federal budget. We do not stop working with investors, working with them on issues of establishing communications and further development of territories that are interesting for their business. As a result, our park is not only light in the evening, but also beautiful! And we did this outside of the previously planned design work...

—Your economy, Anatoly Anatolyevich, is restless. Who is helping you?

- Of course, the area. I can’t help but mention the established interaction with all district services and structures, without exception, they all work, including to ensure that the life of our citizens is comfortable and our urban environment is comfortable. We are receiving both financial and methodological assistance. I can say the same about help from the Government of the Rostov region.

Work with the deputy corps of the Zernograd urban settlement, headed by Alexander Anatolyevich Smolensky, is taking place in complete mutual understanding. An important role is played by the chairmanship of the deputy from our city, Alexander Nikolaevich Serdyukov, in the regional Assembly of Deputies.

Commercial structures also help us - everyone who can, in every way they can. I would like to note the help of the group, RTP “Zernogradskoye”, FSUE ANC “Donskoy”, JSC “Uchkhoz Zernovoe”. Of course, this is assistance with equipment, first of all, assistance in mowing the grass, for example, and many other things. There are no cases where we turned to our business entities and received a categorical refusal.

Both ordinary entrepreneurs and city residents help: some are ready to bring trees, some give gifts to children, some are simply landscaping their area adjacent to the building (both to their home ownership and to their own, say, store) territory...

- Let’s summarize our conversation with you...

— A prosperous life in a settlement consists of many factors and depends on the coordinated work of a large number of services. I cannot help but say that in the past year, many teams had to face the real challenges of the difficult times of the pandemic; they required additional funds, human resources, and the performance of their functions under restrictions. Thanks to all the health workers, since they first of all had to deal with working in difficult conditions, to everyone who works in the Central Regional Hospital and paramedic and obstetric centers.

Thank you to all the leaders of the business sector for their help, for preserving jobs, to all public sector employees who conscientiously fulfill their duties in education, law enforcement, social sphere, public utilities, landscaping, the Ministry of Emergency Situations, trade... I want to emphasize that without the District Administration at the head It would be impossible for the municipality to work harmoniously with Vasily Vasilyevich Panasenko, deputies of the Assembly of Deputies of the Zernograd urban settlement, our public assistants... Thank you for your unity, for your perseverance, patience and for your daily work, which is an appropriate and necessary contribution to the life of the urban settlement.

Thanks to the overall activities of the city’s labor collectives, we successfully completed such a difficult year 2022.

Regarding the work of the municipality, I would like to say that, despite a difficult and stressful year, we continue to improve the city park and will continue this work as planned. We built a road along Zapadny Lane, a water pipeline on Dzerzhinsky Street, repaired and filled with crushed stone village roads, landscaped the territory of the settlement and used the funds allocated for cleaning, mowing and ensuring cleanliness in the city, repaired monuments and replaced power supply lines, purchased housing to replace the emergency one, radically solving this long-standing problem.

As we say goodbye to the outgoing year, I can say that almost all of the planned main tasks have been completed. Only in the areas of culture, sports and the implementation of youth policy did we naturally slow down and redistribute funds, since these areas are associated with mass events that could not be held.

In the new year, we expect to focus on issues of water supply and network replacement, improvement of the city park, again, emergency housing, reconstruction of Peace Square, repair of the road to the village of Klenovy, lighting and improvement of streets, replacement of video surveillance systems, support of the people's Cossack squad , which provides great assistance in maintaining law and order. So in the coming new year, we will all need strength, energy and will to achieve our goals.
